Consultant: Technical Advisor (TA SC-DRR) UNDP

CONSULTANT: TECHNICAL ADVISOR FOR SAFER COMMUNITIES THROUGH DISASTER RISK REDUCTION IN DEVELOPMENT PROJECT (TA SC-DRR)

Duties and Responsibilities

Under the supervision of the NPM SCDRR, the Technical Advisor will provide technical advice and support for the implementation of the “Safer Communities Through Disaster Risk Reduction (SC-DRR) in Development” programme with the aim of enhancing project quality and delivery through the conceptualization, design, mainstreaming and promotion of disaster risk reduction as a part of development decision-making and governance processes throughout Indonesia, including integration/coordination of the SC-DRR programme with other DRR programmes and projects of other UNCT or UNDP supported DRR initiatives in Indonesia and in the Asia region.

The Technical Advisor SCDRR will carry out the following specific tasks:

  • Provide technical and programmatic advice on DRR to the SC-DRR PCISU and Project Executive Board;
  • Provide on-going advise on the development of strategies for implementation of each Output based on the initial intent of the agreed Project Document;
  • Advise on the development of Grand Strategy for the implementation of SCDRR framework from end to end;
  • Advise on the integration of SC-DRR disaster risk reduction initiatives with those of other GOI related measures and UNDP or UNCT supported DRR projects in Indonesia and the Asia region and identify and support cross-fertilising initiatives between national (SC- DRR) and other national and regional DRR Projects;
  • Analyse and review the implementation of SC-DRR projects, project components and activities and provide advice to ensure the quality and their relevance with the changing circumstances;
  • Promote coordination among implementing partners through information sharing, meetings and workshops towards maximizing delivery and synergy;
  • Serve as a SC-DRR resource person for disaster risk reduction in the region or in Indonesia;
  • Assist in the identification and acquisition of needed additional project funding;
  • Provide advice on the monitoring and evaluation mechanism of the SC-DRR programme;
  • Provide support and advice to SCDRR PCISU to use the Climate Change Adaptation (CCA) approach to systematically incorporate CCA risk knowledge, preparedness, mitigation and prevention across DRR actions;
  • Ensures gender perspective is mainstreamed in DRR work;
  • Coordinate and consult with the DRR Focal Point and National DRR Advisor of UNDP – Indonesia, to ensure enhancement of quality and delivery of the SC DRR and synergies with other related measures supported by UNDP; and
  • Perform other related functions as required by the supervisor.

Output schedule delivery:

  • 3 weeks after contract awarded, upon submission and satisfactory acceptance of Report on analysis of the integration of CCA and gender perspective into DRR for the basis of mainstreaming DRR into national development plan.
  • 6 weeks after contract awarded,upon submission and satisfactory acceptance of Review the implementation of SC-DRR projects, project components and activities and provide advice to ensure the quality and their relevance with the changing circumstances.
  • 8 weeks after contract awarded, upon submission and satisfactory acceptance of Analytical reports on disaster risk reduction issues and measures throughout Indonesia both at the national and local levels.
  • 3 months after contract awarded, upon submission and satisfactory acceptance of Grand Strategy for the implementation of SCDRR framework from end to end.

Competencies

  • At least 10 (ten) years professional experience in development programming, particularly on the design and implementation of disaster risk reduction programmes and projects;
  • Must possess an understanding of the links between disaster risk reduction and climate change adaptation;
  • Experience working in close collaboration with both Governmental and non-governmental sectors both at national and local levels;
  • Demonstrated ability related to management of project cycles, including project formulation, monitoring, reporting and evaluation, particularly UNDP standards and procedures;
  • Proven ability to negotiate and troubleshoot relationships with national and international stakeholders;
  • Must be a proactive team player committing to enhancing and bringing additional value to the work of the team as a whole;
  • Ability to work under-pressure and handle multi-tasking situations; and
  • Knowledge of Indonesia and the decentralization issues in the country will be an advantage;
  • Willingness and ability to travel to remote field sites;
  • Experience in relations and work with government agencies, NGOs, donors, and academia in the development field ; Familiar with the GOI’s development and disaster management policiesDemonstrated capacity to independently manage assignments and meet tight deadlines.

Required Skills and Experience

  • Advanced university degree in social sciences, public administration, international development, engineering or a discipline relevant to disaster risk reduction as a part of development;
  • At least 10 (ten) years professional experience in development programming, particularly on the design and implementation of disaster risk reduction programmes and projects;
  • Fully fluent English language speaking, presentation and writing skills are an absolute necessity with a strong demonstrated ability to draft, edit and produce written results-focused reports in English using up-to-date computer skills;
  • Working knowledge in Bahasa Indonesia language is desirable.
