Position: IT Service Provider/Consultants for Business Intelligence System Development

Background
The Directorate General of Debt Management (DGDM), which was established based on Presidential Decree No. 66 of June 2006 as the wider part of Ministry of Finance restructuring, is responsible for formulating and implementing policy in the field of government debt management.

The main objective of government debt management is to ensure that the government’s financing needs and its payment obligations are met at the lowest possible cost over the medium to long run, consistent with a prudent degree of risk.

In order to achieve the objective, DGDM needs to establish and implement a debt strategy. The debt strategy itself is a result of a debt analysis; and to conduct a debt analysis, a complete set of debt statistics (debt reports) have to be available. To produce debt statistics requires the availability of accurate and reliable databases.

Currently, DGDM manages three main debt instruments which are Government Securities (Surat Berharga Negara), SUKUK (Surat Berharga Syariah Negara), and External Loans. These instruments are recorded in two different debt databases/ platforms/systems as follows:

In addition to the above main databases, DGDM also maintains other supporting/external data such as financial market, transactions, ownership, and other related data. This data is obtained from several external sources such as Bloomberg, Bank of Indonesia, and Indonesia Stock Exchange.

Given the above situation DGDM require an IT service provider to develop a Business Intelligence System to help DGDM in policy and decision making.

Consultancy Objectives

Develop a Business Intelligence System that;
a. Provides accurate and reliable data and information, through extraction, transformation and data staging and cleansing;
b. Provides the right information at the right time, through the development of (i) real time interactive viewing / dashboard interface (ii) a module of standard / parameterized reporting; and (iii) query / ad-hoc reporting module for analysis.

Scope of Assignment:
a. The scope of assignment will consists of:
b. Integrating debt information within the three database/application groups,
c. Development of Executive Dashboard with BusinessObjects CrystalXcelsius;
d. Development of Standard/Parameterized Reports with BusinessObjects Crystal Reports, including Rules and Alerts for Exception Management;
e. Development of Ad-hoc Reports with BusinessObjects WebIntelligence.

Expressions of Interest are sought from experienced consultants / IT firms who fulfill the selection criteria outlined below.

Selection Criteria

  • Experience with data warehouse tools/architecture such as SQL Server 2005 Business Intelligence
  • Experience with Business Intelligence tools, especially BusinessObjects platform, BusinessObjects CrystalXcelcius, Crystal Reports, and Web Intelligence
  • Competent personnel for business analysis, data modeling, ETL development, and BO technical development
  • Ability to consult in Bahasa Indonesia
  • Consulting experience in a Indonesian Government Agency will be highly regarded
